Social Transformation Through the Implantation of Urban Parks: The Case of Passo Fundo

We will present how to develop the structuring of public spaces with a view to social transformation and quality of life in a medium-sized city. The case of Passo Fundo will be analyzed, where, through integrated urban planning, the municipality transformed its urban parks policy, understanding the importance of the territorial distribution of these spaces, their character and the actions of promotion and use of public spaces With the Plan for the Structuring of Urban Equipment and Free Spaces for Public Use (PEEUEL), financed by the IDB, coordinated actions have been structured. Thus, it is possible to organize the collection of financial resources, project development and definition of priority areas, as well as the park management and occupation plan. In four years, 6 parks were structured, with 210,000m2 of green areas in different neighborhoods. Squares have also been revitalized throughout the city, with playgrounds, gyms and sitting areas. The interventions began in 2014 and the parks were inaugurated until 2017. The projects were carried out with popular participation, giving the character of community integration to the process. Guaranteeing this policy, today the question of public spaces is being worked on in reviewing the Master Plan as a strong structuring guideline for the future of the city, as a leisure and urban sustainability strategy.

Placing Value Historical Center San Martín de Mendoza General Park

PROJECT "PUTTING VALUE HISTORICAL NUCLEO PARQUE GENERAL SAN MARTÍN" 2016-2018 The objective was to propose improvements to adapt the Park to the demands of current use, prioritizing people and their quality of life, for this the activities that were developed in the area, gave continuity to the pedestrian circuits and bikeways, expanded pedestrian exclusive circulation spaces, improved crossings and interferences of circulations, parking lots were ordered, the amount of asphalts was reduced to increase surfaces of meadows and surfaces soft, measures were adopted to reduce the levels of insecurity, existing circulation floors were reconstructed and the park's sculptural and forestry heritage was recovered, among other things. Because it is a public space of great historical, environmental, cultural and patrimonial value, the original design must have been respected. It is a question of putting the space in value, without modifying original paths and configurations; intervening floors, infrastructures, furniture and other parts to exalt the meadows and the forest of the Park.

The Piraí River As Structuring Of The Metropolitan Environmental Landscape System

The Piraí River with its middle basin passes between diverse medium-sized towns and the city of Santa Cruz de la Sierra, Bolivia, which is one of the cities with the most growth in Latin America and which is forming a metropolitan area that lacks a Plan, the anthropization increasingly exerts a pressure on the river, its margins and other bodies of water or sites of scenic interest, constituting at present negative interfaces, with problems of deforestation, landfills, pollution, clandestine settlements, erosion, alteration of natural drains, flood risks and other problems Although in the last decade the city of Santa Cruz experienced a great advance in the implementation of small and intermediate scale parks, increasing of 4 m2 of green areas implemented to 14 m2, even large urban and peri urban parks as well as the implementation of green areas in the neighboring municipalities that make up the metro area politano or increase the urban arborization In this context arises the need to plan and carry out specific key projects to consolidate the metropolitan environmental landscape system, a subject in which partial plans or projects have already been carried out, as well as research on the subject, in both cases my person has participated in several of those works either from the municipal, university or private sphere. The work shows different experiences in the planning or investigation of the landscape in this metropolitan context, counting the experiences in the way of approaching the design process , methodologies, the level of concretion, also factors that hinder its implementation in other cases.

Anuros Park: A Recreational Space To Convert In Conservation Strategy

The loss and transformation of natural habitats as a consequence of human activities generate a considerable loss of biological diversity, which in the case of Anurans is particularly worrying because it is a group in decline worldwide. Among these human activities, the urbanizations are one of the most impact, however, for the case of the anurans, it could represent a new type of environment where it is possible to recognize faunas associated with urbanizations. In this matrix, the sustainability of these communities depends on specific management alternatives where the green spaces destined for recreation have a fundamental importance. Therefore, the design of an urban park should foresee the balance between the function of providing recreational services and at the same time be a contribution to the conservation of the anuran urban fauna, as recorded in the Bicentennial Park.

Gardens in Urban Parks and Water Consumption in Desert Cities

The gardens in urban parks of the desert city of Lima, are poorly conceived in most cases by local authorities, since their design includes plants that require large amounts of water in their maintenance and as this resource is scarce, they are careless in the image of the urban park. The trees and plants in general are inadequate in their choice, adding to this problem the design of the urban park, the continuity in the maintenance management by the municipal authorities when it changes for another, sometimes losing the advanced and presenting an image Neglected: earthy spaces and without any maintenance. Districts of Metropolitan Lima such as San Borja, San Isidro, Surco, La Molina, have economic resources and maintain the green area of their parks and gardens with colorful and meticulous design, not so the other districts of the big capital that by 80% , its gardens and parks are neglected terrains. In this sense, the paper focuses on the study of areas for gardens in urban parks and water consumption in the city of Lima, not allowing the users of these areas to develop biophilia (love of nature) of their own and strangers.

How can we design and plan at different scales from the landscape?

The study of the territory in terms of landscape is a tool that optimizes available resources when addressing realities, diagram prospective scenarios, both to design public policies for local development, and for the design of urban public space. It provides a holistic, vivid and interactive vision of the territory, resulting highly pragmatic. In reference to smaller scales, the landscape design favors generating quality spaces, both in the public and private spheres.

Urban Green Corridors, Conservation and Recreation Spaces for Asunción and its Metropolitan Area.

The metropolitan area of Asunción (AMA) has experienced great growth in the last two decades, being the largest urban pole in the country. This important growth has brought important consequences at the level of the configuration of the territory. In order to respond to a varied number of topics and direct Asunción and the 10 municipalities of its metropolitan area towards a sustainable and resilient urban environment, the Ministry of Environment and the United Nations Development Program are implementing the project: Asunción Green City of the Americas roads to sustainability. It is carried out jointly with the Municipality of Asunción, the Ministry of Public Works and Communications, the Technical Secretariat of Planning, the National Emergency Secretariat (SEN), the Paraguayan Network of Sustainable Cities and the Guyra Paraguay Association. Among its objectives is to design and promote actions for the establishment of the AMA green corridor, which will allow the connection of existing green areas in association with road improvement works such as the bicisendas constriction. The corridor has multiple purposes: biodiversity conservation, expansion of wooded areas in response to adaptation to climate change and increased recreational offer for citizens.

Urban Renewal Plan Through Design And Management; Success stories.

In this session two success stories are presented. The first in the city of Monte Cristo where a fragment (railway station) called Belgrano Central Park was designed and managed, as a model of quality public space. He currently activated and energized the mobility and uses of citizens. In its design, the study of social, economic, environmental and cultural perspectives was key, contemplating the importance of these properties in the collective memory as a fundamental component of the landscape that the city originally ordered by granting the same heritage, environmental and unique use values. Also, in 2016 in the city of Mendoza, after several years of Planning, which established different Strategic Plans for the development of the City, the Urban Renewal Plan was launched, which aimed to link the different points of the urban plot, among them the Old City with the New City of Mendoza. Each of these projects includes subsequent stages of development that must be completed in the coming years to achieve the interconnection of each of the elements that make up the city's plot. These new projects have already begun to be executed with municipal resources and some of them as complementary works to the projects financed by the nation. In relation to green spaces, healthy circuits and cultural spaces.

Eradicating Bad Management Through Community Decisions.

We will talk about how the production of contemporary public space is no longer the exclusive responsibility of institutions, but of communities that have also developed their own aesthetics and their own resources to reduce the gap in the availability of spaces for public use. It will be taken as an example City of Pocket that has made a contribution in this subject with projects in Chile, Uruguay and Dominican Republic incorporating concepts such as operating partner, activators, local management team; On the other hand, a story will be mentioned that tells how, through the years and the different municipal administrations, "Success" can be reached as a final result in the use of a Public Space.

Bum: For a Sustainable City with a Knowledge Company.

The discovery of our urban natural environment allows us to know and recognize its benefits and potential uses. This knowledge is the basis for the design of the cities of the future and the transformation of our communities. To the extent that this wisdom extends to society in general, the success of that design is guaranteed. BUM is a platform for citizen participation and information generation to lay the foundations of that desired sustainable city. Through a census of trees, participatory design processes with neighbors, information analysis and use of drone flight technology, we can establish guidelines for sustainable urban landscape design.
